DCP Jaiswal: The Hero Who Saved a Life with CPR on Delhi’s Flyover

NEW DELHI: Deputy Commissioner of Police (Traffic) Shashank Jaiswal is being praised as a hero for his quick thinking and bravery in administering life-saving cardiopulmonary resuscitation (CPR) to a man involved in a bike accident on the Delhi Cantonment flyover. The incident occurred on Wednesday night around 10 pm as Jaiswal was heading home from the Prem Bari Bridge.

Upon spotting the severely injured man, identified as Nitin Tyagi, a 45-year-old resident of Punjabi Bagh, lying unconscious on the roadside, Jaiswal immediately sprang into action. A video of the incident has since gone viral on social media, capturing the moment when the DCP stopped his car to assist the victim.

Recalling the intense experience, Jaiswal shared, “I was coming from the Wazirpur side when I saw the man. He was severely injured and not breathing. In order to save his life, I administered CPR. Thankfully, he regained consciousness within a couple of minutes.”

This is not the first time Jaiswal has demonstrated his courage and quick response in a crisis. In December 2024, he rescued an army couple trapped inside their overturned car in Delhi’s Dhaula Kuan area. Jaiswal’s actions serve as a reminder of the importance of remaining vigilant and prepared to act swiftly in emergency situations.

Delhi Extends Excise Policy for Three More Months

NEW DELHI: The Delhi government has announced the extension of the current excise policy for an additional three months, with no decision yet made on a new version.

In a circular issued by the Excise Department, it was stated that the validity of existing L-1/L-1F/L-2 licensees for the sale of registered liquor brands will be extended until June 30, 2025, at their current prices. L-1, L-1F, and L-2 licenses are for wholesale sales of Indian liquor, foreign liquor, and beer, respectively.

Licensees interested in taking advantage of this three-month extension period from April 1 to June 30 are required to deposit a proportionate three-month fee based on that period.

The current policy, also known as the old excise policy, was initially implemented in September 2022 after the cancellation of the reformative policy (2021-22) due to alleged irregularities. The old policy has been extended multiple times as the Delhi government has not introduced a new policy yet. A draft of the new policy for 2023-24 has been prepared by the Excise Department.

The old policy aimed to prevent a regulatory vacuum created by the sudden cancellation of the new excise policy for 2021-22 by the previous AAP government. The new policy, implemented on November 17, 2021, aimed to improve the liquor trade but ended on August 31, 2022. Under the policy, the Delhi government halted the retail sale of liquor.

Overall, the extension of the current excise policy provides stability for licensees until a new policy is introduced, ensuring continuity in the liquor trade in Delhi.

Delhi | Journalists Unite to Demand Public Consultations on Media Council

NEW DELHI: Media organizations are calling for public consultations regarding the establishment of a media council. The Brihanmumbai Union of Journalists, Delhi Union of Journalists, National Alliance of Journalists, and the Andhra Pradesh Working Journalists Federation have emphasized the importance of involving journalists’ organizations and other stakeholders in discussions to reach a consensus on this matter.

These organizations have expressed concern over the lack of consultation with journalists’ unions and media bodies in the decision-making process related to the regulation of various forms of media. They believe that any proposed media council should have representation from the media, media unions, and independent public figures.

While a parliamentary panel has recommended the creation of a media council to oversee laws governing print, broadcast, and digital media, media bodies are wary of the government’s potential role in regulation. They argue that the primary goal should be self-regulation rather than government intervention.

Journalists’ unions have long advocated for the establishment of a media council to replace the Press Council of India, which they view as ineffective. The Press Council of India, established by an act of Parliament, is considered toothless and in need of reform.

Stabbed to Death: Delhi Class 9 Student Killed in Gruesome Murder

NEW DELHI: A tragic incident unfolded in the Wazirabad area of Delhi, where a Class 9 student was reportedly kidnapped and brutally murdered by individuals he considered friends. The perpetrators went as far as demanding a ransom of Rs 10 lakh from the victim’s family after abducting him.

The situation escalated when the victim was taken to a secluded area near Bhalswa Lake, where he was mercilessly stabbed multiple times before his lifeless body was discarded. The gruesome nature of the crime was evident from the numerous stab wounds found on the victim’s body, indicating a heinous and violent attack.

After a thorough investigation, the Delhi Police managed to apprehend three suspects believed to be involved in the heinous act. Authorities are currently delving into the motive behind the crime and are exploring the possibility of additional accomplices in this tragic event.

CRPF Chief Commends Woman Sub-Inspector for Heroic Act on Delhi Metro

NEW DELHI: The Chief of the Central Reserve Police Force (CRPF), GP Singh, has lauded a woman sub-inspector for her recent heroic act of saving a passenger’s life on the Delhi Metro. The sub-inspector, Anjali, performed CPR on a man in a moving train, according to officials.

Director General (DG) Singh met with Sub-Inspector Anjali at the CRPF headquarters in Delhi to commend her for her quick thinking and bravery. The incident took place on March 19 between the Kirti Nagar and Moti Nagar stations on the Delhi Metro’s Blue Line.

Anjali, a 27-year-old sub-inspector, noticed a man in his 40s collapsing behind her in the crowded train. Acting swiftly, she administered CPR, reviving the man who had likely suffered a cardiac issue. The passenger was then taken off the train at the Moti Nagar station for further medical attention.

The CRPF DG praised Anjali’s extraordinary heroism and presented her with a DG’s commendation disc and a commendation letter, recognizing her selfless act as a testament to the unwavering spirit of those in uniform, said CRPF Deputy Inspector General (DIG) M Dhinakaran.

Anjali, a member of the 88th Mahila battalion who joined the CRPF in 2022, demonstrated the importance of CPR, an emergency life-saving procedure that security forces personnel are trained to perform during their training.

Delhi Man Arrested for Posing as MHA Official and Duping Woman of Rs 33,000

NEW DELHI: A man has been arrested for impersonating a Ministry of Home Affairs (MHA) official and scamming a woman out of Rs 33,000 by promising to recover her lost mobile phone, according to officials.

The accused, identified as Rajesh Kumar (29) from Bharat Nagar in Ghaziabad, set up a bank account to receive the money from the victim, authorities said.

The woman reported the incident to Janakpuri police station after losing her phone and seeking help on social media, said Deputy Commissioner of Police (Dwarka) Ankit Singh.

She received a call from an individual claiming to be Anurag Mishra, a PA from MHA, who shared details of her lost phone and guaranteed its recovery. Trusting the imposter, the woman transferred Rs 33,000 to his bank account, Singh added.

After receiving the money, the scammer blocked her number and vanished. A case was filed, leading to an investigation that resulted in the arrest of the suspect in Ghaziabad, Singh confirmed.

Kumar had established a bank account specifically for receiving funds from the victim. Authorities are now probing his potential involvement in other cyber fraud cases, the officer noted.

Delhi Budget: Chief Minister Rekha Gupta Presents Budget of 1 Lakh Crore

NEW DELHI: In a historic announcement, Chief Minister Rekha Gupta unveiled her first budget, outlining the Bharatiya Janata Party (BJP) government’s ten key focus areas. These areas include infrastructure development, water management, electricity provision, and road development. She Presented Budget of ₹1 Lakh Crore. This marked a significant 31.5 percent increase from the previous year.

Gupta described the Budget as a historic milestone, emphasizing the government’s dedication to eliminating corruption and inefficiency. Notably, capital expenditure has been doubled to Rs 28,000 crore, demonstrating a strong emphasis on infrastructure development, including roads, sewer systems, and water supply.

The Budget outlines ten key areas of focus, such as electricity, roads, water, and connectivity. A notable allocation of Rs 1,000 crore has been designated for improving transport links within Delhi-NCR.

In a move aimed at enhancing welfare, Rs 5,100 crore has been set aside to provide eligible women with Rs 2,500 per month. Additionally, Rs 2,144 crore has been allocated to strengthen healthcare services in the capital through the Pradhan Mantri Jan Arogya Yojana.

This Budget is a significant moment as it is the first presented by a BJP-led government in Delhi in over 26 years, following the party’s victory over the Aam Aadmi Party (AAP) in last month’s Assembly elections.

NEW DELHI: Chief Minister Rekha Gupta, along with her Cabinet colleagues, visited the Prachin Hanuman temple in Connaught Place hours before presenting the BJP government’s first budget in Delhi. Gupta, who also holds the finance portfolio, will be tabling her first budget in the Assembly on Tuesday.

During the visit, Cabinet ministers Kapil Mishra and Manjinder Sirsa expressed their confidence that the upcoming budget will be historic. Other ministers, including Ashish Sood, Parvesh Verma, Pankaj Singh, and Ravinder Indraj, also accompanied the chief minister to the temple.

After the visit, Chief Minister Gupta stated, “Bajrang Bali will do the best for Delhi. The city will witness development, and Ram Rajya will come.” The BJP government’s budget, the first in over 26 years, will allocate funds to fulfill promises such as Yamuna cleaning, infrastructure development, and strengthening basic facilities.

Delhi CAG Report | From Financial Losses to Fleet Decline: The DTC’s Journey Over the Years

NEW DELHI: During the budget session, Delhi Chief Minister Rekha Gupta presented the report on the performance of the DTC for the fiscal year ending on March 31, 2022.

The report revealed that the public transportation company had failed to develop a Business Plan or Perspective Plan, or establish any Memorandum of Understanding with the state government to define physical and financial objectives to reduce operational losses.

Furthermore, the DTC had not set any benchmarks to evaluate its performance compared to other state transport entities.

Despite continuous financial losses, the DTC did not conduct any studies on profitability or sustainability, as noted in the report.

Between 2015 and 2023, the DTC’s bus fleet decreased from 4,344 to 3,937 buses. Only 300 electric buses were acquired during 2021-22 and 2022-23, despite government funding being available.

The report highlighted delays in adding electric buses to the fleet, with no penalties imposed on operators for late deliveries amounting to ₹29.86 crore.

Regarding the aging fleet, the report indicated that the percentage of overage low-floor buses in the DTC increased from 0.13% in 2015 to 44.96% by March 31, 2023.

The report warned that the proportion of overage buses would continue to rise if the DTC did not take proactive measures to acquire new buses.

The operational efficiency of the DTC in terms of fleet utilization and vehicle productivity was below the national average.

Fleet utilization ranged from 76.95% to 85.84%, and vehicle productivity per day per bus ranged from 180 km to 201 km, falling short of the target of 189 to 200 km per bus per day during 2015-22 due to frequent breakdowns and the presence of 656 overaged buses.

As of March 31, 2022, the transporter was running on 468 out of 814 routes, but unfortunately, it was unable to cover its operational costs on any of these routes. This resulted in a significant operational loss of ₹14,198.86 crore between 2015 and 2022.

During this period, the buses on these routes missed scheduled kilometers by 7.06% to 16.59%, and experienced breakdowns ranging from 2.90 to 4.57 per 10,000 km of operations. These issues led to a loss of ₹668.60 crore in potential revenue.

The report also identified several projects that were not functioning as intended. For example, the Automatic Fare Collection System Phase-I, which was launched in December 2017, has been non-operational since May 2020 due to issues with the system integrator.

Similarly, the CCTV System was installed in 3,697 buses in March 2021, but as of May 2023, it had not been fully operational despite a payment of ₹52.45 crore to the contractor.

Interestingly, the performance of Cluster buses operated by the Delhi Integrated Multi-Modal Transit System Limited (DIMTS) outshone that of the corporation buses in almost every operational aspect, except for operational revenue per km. This was surprising given that both types of buses were operating in the same city under similar circumstances.

NEW DELHI: The lawyers of the Allahabad High Court Bar Association have announced an indefinite strike starting from March 25 in response to the proposed transfer of Justice Yashwant Varma to the Allahabad High Court.

Bar body president Anil Tiwari informed media that the lawyers of the High Court Bar Association, Allahabad, will be commencing an indefinite strike from Tuesday following the transfer of Justice Yashwant Varma to the Allahabad High Court. He also mentioned that a request is being sent to the Bar Associations in Lucknow regarding this matter.

The decision to go on strike came after the Supreme Court collegium confirmed its recommendation to transfer Justice Yashwant Varma from the Delhi High Court to his parent Allahabad High Court. Justice Varma is currently facing an inquiry over the alleged discovery of a significant amount of cash from his official residence, leading to the withdrawal of his judicial work.

Following the passing of a resolution during the lunch hours of the court, the lawyers refrained from judicial work for the rest of the day. The bar association has also demanded a review of Justice Varma’s judgments, which are under scrutiny due to the alleged cash discovery at his residence, and has opposed his proposed repatriation.

The Supreme Court collegium recommended the judge’s transfer to the Centre on Monday. The alleged cash discovery occurred after a fire broke out at Varma’s Lutyens Delhi residence around 11:35 pm on March 14, prompting fire officials to respond and extinguish the flames.

The apex court collegium, led by CJI Sanjiv Khanna, along with the Delhi High Court, issued a series of directives, including the withdrawal of judicial work from Justice Varma on Monday.
