New Delhi: Chief Minister Rekha Gupta presented the ambitious “Viksit Delhi” roadmap during the NITI Aayog Governing Council meeting on Saturday. This comprehensive plan aims to enhance the capital’s infrastructure through a strategic 4-S formula: Scope, Scale, Speed, and Skill, with the ultimate goal of transforming Delhi into the “most livable” city in the world by 2047.
In her address, Gupta emphasized that the rejuvenation of the Yamuna River, infrastructure development, and the provision of piped water supply to every household are the top priorities of her administration.
She expressed her gratitude to Prime Minister Narendra Modi for the Centre’s commitment to providing “full support and cooperation” in advancing Delhi’s infrastructure initiatives, as noted in a statement from the Chief Minister’s office.
Furthermore, Gupta acknowledged the Prime Minister’s strong response to recent challenges faced by the nation, particularly in relation to the sacrifices made by families in Pahalgam, stating, “On behalf of the women of the country, I thank the Prime Minister for honoring their sacrifices.”
Expounding on the “Viksit Delhi” vision, Gupta outlined her government’s commitment to making Delhi a stable and highly desirable city by 2047. “Our goal is to ensure that every resident of Delhi has access to nutritious food, clean water, inclusive and quality education, universal health coverage, skill training, and employment opportunities. We aspire to create a garbage-free city that serves as a hub for high-tech research and a global cultural center,” she articulated.

In a recent address, Chief Minister Gupta outlined the Delhi government’s commitment to developing a robust infrastructure through a comprehensive 4-S formula aimed at the holistic advancement of the city.
Gupta emphasized that seamless connectivity is a primary objective for the Delhi government, expressing gratitude to Prime Minister Modi for his support in financing various infrastructure projects. These initiatives include highways, elevated roads, Metro corridors, and other critical developments, all made possible through substantial funding allocated in recent years.
“Creating a Pollution-Free Delhi is a top priority for our government,” Gupta stated. “To achieve this, we are committed to transforming our entire public transport fleet to electric buses, with a target of launching 2,000 electric buses by the end of this year.”
In her address, Gupta also announced that the Delhi government has approved an additional subsidy of ₹30,000 for the installation of domestic solar panels, complementing the ₹78,000 provided under the Central Government’s PM Surya Ghar Yojna.
The removal of garbage dumps across the city is progressing rapidly, and the government is resolutely working towards making Delhi a “Zero Emission” city by 2047. Gupta highlighted that her administration is focused on fostering a “Green Economy” through incremental efforts, including the installation of rooftop solar panels on government buildings. Currently, the city meets only 10 percent of its energy needs, but the Delhi government aims to generate 750 MW of solar power to bridge this gap.
Additionally, Gupta reiterated her government’s commitment to reducing “preventable deaths” through various health initiatives, including Ayushman Bharat, Vay Vandana, Ayushman Arogya Mandir, and PM Jan Aushadhi Kendra.
Furthermore, the Delhi government has devised a comprehensive, time-bound plan to ensure that every household in the city has access to tap water. Gupta confirmed that work on this initiative has already commenced, with water treatment plants being established to support this vital goal.
The Chief Minister described the rejuvenation of the Yamuna River as a “challenging responsibility” and emphasized that it is her government’s highest priority, alongside initiatives for rainwater harvesting and water conservation.
“The Delhi government is fully committed to this mission. Our goal is to ensure that the Yamuna is not only a clean river but also a symbol of the city’s cultural renaissance,” Gupta stated, highlighting her administration’s plan to establish 40 new decentralized sewage treatment plants aimed at cleaning the river.
“Under the leadership of the Prime Minister and in collaboration with NITI Aayog, we are dedicated to transforming Delhi into a clean and inclusive city by 2047, positioning it as one of the best urban models in the world,” she asserted.
Following a meeting at Bharat Mandapam, the Chief Minister expressed her enthusiasm about the experience, noting that several states shared their best practices and received valuable guidance from Prime Minister Modi.
She informed reporters that the Chief Ministers from various states “unanimously” praised Operation Sindoor and extended their congratulations to the armed forces and Prime Minister Modi.
Gupta, who attended her first meeting of the NITI Aayog’s Governing Council since assuming office as Chief Minister of the BJP government in February, remarked on the enriching experience of learning from the insights of other states.
“The highlight of the meeting for me was witnessing all the Chief Ministers come together in unanimous support of Operation Sindoor, congratulating both the armed forces and the Prime Minister,” she noted.
“It was heartening to see the unity of our nation,” the Chief Minister added.
Before attending the NITI Aayog meeting, Gupta accused the previous Aam Aadmi Party (AAP) administration of neglecting to advocate for Delhi’s interests with the central government’s policy think tank for years.
