Why Delhi’s Elite Gymkhana Club Faces an Existential Crisis as Centre Orders Eviction from Prime Lutyens’ Property

New Delhi, May 30: One of India’s most exclusive and influential institutions, the Delhi Gymkhana Club, is facing an uncertain future after the Central Government directed it to vacate its iconic premises in Lutyens’ Delhi by June 5, triggering a legal and political battle that has now reached the Delhi High Court.

The dispute centres around the club’s sprawling 27.3-acre property on Safdarjung Road, one of the most valuable stretches of government land in the national capital. The Ministry of Housing and Urban Affairs, through the Land and Development Office (L&DO), has reportedly ordered the club to hand over possession of the property, citing national security considerations, public interest requirements and outstanding financial dues.

A Century-Old Institution

The Delhi Gymkhana Club traces its origins to 1913 when it was established as the Imperial Delhi Gymkhana Club during British rule. Conceived as an exclusive recreational and sporting facility for British administrators and military officers, the institution gradually evolved into one of India’s most prestigious private clubs after Independence.

Over the decades, the club became a gathering place for senior bureaucrats, diplomats, military officers, politicians, business leaders, lawyers, journalists and influential members of Delhi’s power circles.

Located close to the Prime Minister’s residence and key government establishments, the club occupies some of the most sought-after real estate in the country. Estimates suggest the land alone could be worth tens of thousands of crores of rupees in today’s market.

More Than Just a Social Club

Beyond sports and recreation, the Delhi Gymkhana Club has long served as an informal networking hub where policy discussions, business negotiations and political interactions often took place away from public scrutiny.

The club houses sports facilities, restaurants, banquet halls, bars and event venues. It is also regarded as a symbol of social prestige, with membership considered one of the most coveted statuses in Delhi’s elite circles.

Membership has traditionally been highly selective, with applicants requiring recommendations from existing members. Reports indicate that waiting periods for regular membership can stretch into decades. Membership fees are believed to range from approximately ₹7 lakh to ₹20 lakh depending on the category.

One of the most debated aspects of the club’s structure has been its “green card” policy, under which children of existing members receive preferential access to membership. Critics have argued that such practices reinforce exclusivity and limit access to a privileged few.

High-Profile Membership

Over the years, the club’s membership and associated personalities have reportedly included senior IAS and IPS officers, retired military officials, diplomats, political leaders, prominent lawyers and influential business families.

Publicly reported names associated with the club include Congress leader Rahul Gandhi, senior advocate and Rajya Sabha MP Abhishek Manu Singhvi, former Planning Commission Deputy Chairman Montek Singh Ahluwalia, Congress MP Shashi Tharoor, decorated military veteran Brigadier P.K. Sehgal and late author-journalist Khushwant Singh, among others.

Governance Controversies

In recent years, the Delhi Gymkhana Club has faced allegations relating to governance, administration and internal management. These disputes eventually attracted legal scrutiny, leading to intervention by regulatory authorities and tribunals.

The National Company Law Tribunal (NCLT) previously appointed administrators to oversee the club’s functioning, resulting in a court-monitored administrative structure replacing traditional elected management in certain areas.

Why the Government Wants the Land

According to government sources, the property falls within a strategically sensitive zone in the national capital. Authorities have argued that the land is required for public purposes, infrastructure development and security-related considerations.

The government has also reportedly cited unpaid dues of approximately ₹47–48 crore. Officials have invoked provisions within the original lease agreement that allow the government to reclaim possession of the property for public purposes.

The June 5 deadline effectively requires the club to vacate the entire premises unless legal intervention alters the timeline.

Legal Battle Begins

The Delhi Gymkhana Club has challenged the eviction order before the Delhi High Court, seeking relief against the government’s directive.

Club members argue that the institution is a historic landmark with more than a century of legacy. They contend that thousands of members, employees and service providers could be affected by a sudden eviction and have urged authorities to either withdraw the order or provide an alternative arrangement.

Several members have reportedly launched signature campaigns and legal initiatives opposing the move.

Larger Debate Over Privilege and Public Land

The controversy has sparked a broader national conversation about the use of public land by elite institutions.

Supporters of the club view it as a heritage institution that has played a significant role in Delhi’s social and administrative history. Critics, however, argue that exclusive clubs continue to occupy vast tracts of valuable public land while remaining inaccessible to ordinary citizens.

As the legal battle unfolds, the future of one of India’s most influential social institutions now rests on the outcome of proceedings before the Delhi High Court, with implications extending far beyond the walls of the historic club itself.
