New Delhi, June 27: The National Investigation Agency (NIA) has filed a supplementary chargesheet against three more accused, including an absconding alleged key conspirator, in connection with the November 2025 vehicle-borne bomb blast near Delhi’s Red Fort that killed 11 people.
According to an NIA press release, the supplementary chargesheet filed in Case RC-21/2025/NIA/DLI names Zameer Ahmad Ahanger, Tufail Ahmad Bhat and Muzafar Ahmad alias Faraz alias Zafar, all residents of Jammu and Kashmir.
With the latest filing, the total number of persons chargesheeted in the case has risen to 13, including the deceased prime accused, Dr. Umer Un Nabi.
Absconding Accused Identified as Founding Member of Alleged Terror Module
The NIA said absconding accused Muzafar Ahmad, a paediatrician (MBBS, MD), has been identified as the elder brother of co-accused Dr. Adeel Ahmed Rather and an alleged founding member of “AGuH Interim,” which the agency described as an offshoot of Al-Qaeda.
According to the agency, investigations revealed that Muzafar was one of the principal conspirators behind the Vehicle-Borne Improvised Explosive Device (VBIED) blast that took place on November 10, 2025, along with co-accused Umer, Muzammil, Adeel and Mufti Irfan.
The NIA alleged that Muzafar attended a secret meeting at Eidgah in Srinagar in June 2022, during which the alleged terror module “AGuH Interim” was formed.
The agency further alleged that he was actively involved in the manufacture, testing and storage of TATP-based Improvised Explosive Devices (IEDs) at a clandestine facility allegedly operated by Umer and Muzammil at Al-Falah University, Faridabad.
The NIA said a Non-Bailable Warrant (NBW) has been issued against Muzafar, and efforts are underway to trace and arrest him.
Alleged Roles of Other Accused
According to the agency, Zameer Ahmad Ahanger allegedly functioned as an Overground Worker (OGW) of the alleged terror module and acted as a courier for arms, ammunition and cash.
The NIA alleged that Tufail Ahmad Bhat, a former OGW of the proscribed Lashkar-e-Taiba (LeT), supplied weapons to the module.
The agency claimed that Tufail procured one AK-47 rifle, one Krinkov rifle, one pistol, magazines and live ammunition through dead-drop operations allegedly coordinated by a handler and delivered them to the deceased prime accused for ₹3 lakh.
Charges Invoked
According to the NIA, arrested accused Zameer and Tufail have been charged under Sections 13, 18, 20, 23, 38 and 39 of the Unlawful Activities (Prevention) Act (UAPA), along with Sections 61(2), 147, 148 and 152 of the Bharatiya Nyaya Sanhita (BNS).
The agency said Muzafar has additionally been charged under Sections 61(2), 103(1), 109(1), 118(1) and 118(2) of the BNS, Sections 3, 4 and 5 of the Explosive Substances Act, and Sections 3 and 4 of the Prevention of Damage to Public Property (PDPP) Act.
The NIA stated that the investigation has established linkages between the accused through forensic examination, geo-location mapping of alleged conspiracy sites and financial trail analysis.
The agency said further investigation into the case is continuing.
