New Delhi: Delhi’s free electricity scheme has delivered significant relief to residents, with a record 46 lakh households receiving zero electricity bills in December 2025, according to official government data. The figures highlight the growing impact of the Delhi Government’s power subsidy programme amid rising inflation and household expenses.
Government statistics show that out of nearly 63 lakh domestic electricity consumers in the capital, around 58.7 lakh consumers availed themselves of electricity subsidies in December. Of these, more than 46 lakh families paid nothing at all, setting a new monthly record since the scheme was launched.
The free electricity programme, introduced during the tenure of former Chief Minister Arvind Kejriwal, provides zero billing for households consuming up to 200 units per month. Consumers using 201 to 400 units receive a 50% subsidy, while those exceeding 400 units pay the full bill without subsidy benefits.
Officials attribute the sharp rise in zero-bill households to reduced electricity consumption during winter, when the usage of high-power appliances such as air conditioners, coolers, and fans drops significantly. As a result, many households remained well within the 200-unit threshold, qualifying for full subsidy.
The data also reflects a steady increase in the number of domestic power consumers in Delhi over the last three years. The city had around 57 lakh consumers in 2023, which rose to over 60 lakh in 2024, and further increased to 63 lakh in 2025. In December 2025 alone, nearly 93% of electricity consumers fell within the subsidy bracket, marking the highest monthly coverage in three years.
Overall, the December figures underline the expanding reach of Delhi’s free electricity scheme and its role in easing the financial burden on households, particularly during the winter months when power consumption remains low.
