New Delhi: The National Investigation Agency (NIA) has filed its investigation report against five juveniles in conflict with law (JCLs) in connection with a Pakistan-linked espionage conspiracy aimed at spying on sensitive locations and endangering India’s national security.
According to an official NIA press release issued on May 18, 2026, the investigation report has been submitted before the Juvenile Justice Board in Ghaziabad, Uttar Pradesh, under relevant provisions of the Bharatiya Nyaya Sanhita (BNS) 2023, the Official Secrets Act and the Unlawful Activities (Prevention) Act [UA(P) Act].
21 Arrested So Far
The Ghaziabad espionage case was originally registered by local police in March 2026 following allegations related to the installation of solar-powered spy cameras at sensitive railway station locations. Investigators alleged that live access from these cameras was being provided to suspected terrorists based in Pakistan.
So far, a total of 21 accused have been arrested in the case.

NIA Findings
After taking over the probe, the NIA found that the five juveniles had allegedly conspired with other accused persons to help suspected Pakistani terrorists gather:
- Photographs of sensitive installations
- Video footage of strategic locations
- Precise GPS coordinates of restricted areas
The agency stated that the alleged objective was to threaten India’s sovereignty, integrity, unity and national security.
Spy Cameras and Sensitive Information
According to investigators, the juveniles had illegally entered or accessed prohibited and sensitive locations of vital importance.
The NIA further alleged that the accused actively assisted in:
- Installing spy cameras
- Transmitting geo-tagged photos and videos
- Sharing sensitive information with Pakistan-linked operatives
The juveniles are also accused of helping suspected Pakistan-based terrorists procure and use Indian SIM cards for carrying out terror-related activities on Indian soil.
Probe Continues
The NIA said investigation against the remaining arrested accused and other suspects linked to the case is continuing under case number RC-01/2026/NIA/LKW.
