Delhi Govt Tightens GPA Property Registration Rules; Mandatory Scrutiny, Stamp Duty Verification Ordered

New Delhi, July 8: Delhi Chief Minister Rekha Gupta on Wednesday announced a series of measures aimed at making the capital’s property registration system more transparent, accountable and rule-compliant, particularly in cases involving General Power of Attorney (GPA) documents.

Sharing the details on X, the Chief Minister said the Delhi Government has introduced a stricter mechanism for the scrutiny and monitoring of GPA-related property transactions to prevent revenue loss and ensure compliance with applicable laws.

Under the revised framework, all GPA documents executed in favour of persons other than blood relatives will now undergo mandatory scrutiny before registration.

The government has directed that every such case must be referred to the Collector of Stamps for proper assessment of the applicable stamp duty. Authorities will examine each GPA document in detail to determine whether its provisions effectively amount to a sale, transfer of possession or transfer of ownership, and whether the appropriate stamp duty has been paid.

As per the new guidelines, the Collector of Stamps will be required to issue a reasoned order within 30 days in every case. Registration of the document will not be permitted until the prescribed stamp duty has been paid.

To strengthen transparency and improve monitoring, the Delhi Government will also develop an online tracking system within one month, enabling regular supervision of all GPA-related cases.

The Chief Minister further stated that strict disciplinary action will be taken against officials found violating the prescribed procedures or failing to comply with the new guidelines.

Rekha Gupta said the measures are aimed at ensuring transparent governance, protecting government revenue and safeguarding the interests of citizens while bringing greater accountability to the property registration process in Delhi.
