Biggest-Ever ₹17,583 Cr MCD Budget Passed: Tax Exemptions, Women Aid, 70 Road Sweepers & Cashless Health Scheme Announced

New Delhi: In a special session of the Municipal Corporation of Delhi (MCD), a historic budget of ₹17,583 crore for the financial year 2026–27 was approved, marking the largest budget in the Corporation’s history. Mayor Sardar Raja Iqbal Singh described it as a significant step toward strengthening civic amenities, primary education, healthcare services, sanitation, and social welfare across the capital.

The budget, presented by Leader of the House Pravesh Wahi, has been framed with a development-focused and citizen-centric approach, addressing key urban challenges and social support mechanisms.

Women & Social Welfare Schemes

Prioritising social welfare, the budget introduces a financial assistance scheme under which 15 widows, single mothers, and persons with disabilities in each ward will receive ₹21,000 for the marriage of their daughters. Additionally, 10 sewing machines per ward will be distributed to economically weaker women, while 10 bicycles per ward will be provided to persons with disabilities.

Property Tax Relief & Rural Benefits

In a major relief measure, ancestral residential houses up to 500 sq meters in 49 fully rural villages of Delhi will receive complete house tax exemption. In urbanised villages, original residents owning homes up to 200 sq meters will also be exempted from property tax.

Further, a 15% rebate on property tax has been restored for Group Housing Societies making timely payments.

Support for RWAs & Sanitation Push

Each ward will allocate ₹25,000 to 20 Resident Welfare Associations (RWAs) for repair and maintenance works.

Sanitation and environmental management remain top priorities, with plans to induct 70 mechanical road sweeping machines and deploy 1,000-litre capacity waste picker machines, along with smaller units in every ward to enhance waste collection efficiency.

Youth Employment Initiatives

Graduate unemployed youth will receive priority in the allotment of new parking sites accommodating up to 100 vehicles each. Allocation will be done transparently through a lottery system post-tender process.

Investment in Education

An allocation of ₹22 crore has been earmarked for repair and maintenance of MCD schools. Around ₹18 crore has already been disbursed for minor repairs, and an additional ₹10 crore will be utilized for structural improvements in school buildings.

Healthcare Reforms

For the first time, a cashless medical treatment scheme has been introduced for MCD officers and employees at empanelled hospitals. Municipal councillors will also be eligible for treatment at CGHS rates.

Employees and pensioners residing outside Delhi will be able to access treatment at CGHS hospitals across India, with coordination guidelines to be issued by the Health Department.

Mayor Raja Iqbal Singh thanked Leader of the House Pravesh Wahi for presenting what he termed a “public welfare–oriented and development-driven” budget, expressing confidence that it would contribute significantly to making Delhi cleaner, empowered, and more prosperous.
