Delhi Government Unveils Winter Pollution Master Plan; ‘No PUC, No Fuel’ Rule Among Key Measures

New Delhi, July 2: Delhi Chief Minister Rekha Gupta has announced that the Delhi Government has rolled out a comprehensive Winter Pollution Master Plan aimed at tackling air pollution during the peak winter months.

Sharing the details on social media platform X, the Chief Minister said the action plan will remain in force from November 1, 2026, to February 28, 2027, with a series of stringent measures designed to curb pollution and improve air quality across the national capital.

According to the Chief Minister, one of the key provisions of the plan is the strict implementation of the ‘No PUC, No Fuel’ policy, under which vehicles without a valid Pollution Under Control (PUC) certificate will not be provided fuel.

The government will also prohibit the entry of outstation vehicles below BS-VI emission standards into Delhi during the enforcement period to reduce vehicular emissions.

As part of the emergency response strategy, the government may also direct up to 50 per cent of employees to work from home, if pollution levels warrant such action.

To discourage the use of private vehicles, parking charges will be increased, while greater emphasis will be placed on strengthening and encouraging the use of public transport.

The Master Plan also mandates that large construction sites must install Anti-Smog or Mist Systems, while construction activities will be subjected to stricter environmental controls to minimise dust pollution.

In addition, the government has imposed a complete ban on the burning of garbage, dry leaves and biomass, which are considered major contributors to winter air pollution in Delhi.

The Chief Minister further announced that drone surveillance will be deployed to monitor violations and identify pollution hotspots. Authorities have been directed to initiate strict action against individuals and agencies found violating pollution control norms.

Rekha Gupta said the Winter Pollution Master Plan reflects the Delhi Government’s commitment to taking proactive and technology-driven measures to combat seasonal air pollution and protect public health during the winter months.
