New Delhi: The Enforcement Directorate (ED) has provisionally attached 45 immovable properties worth ₹999.63 crore in connection with its ongoing money laundering investigation into the alleged financial fraud involving M/s PACL Ltd. and its related entities.
According to the ED, the attached properties belong to M/s Worldwide Real Estate Pvt. Ltd., M/s Worldwide Housing Project Pvt. Ltd. and M/s Worldwide Infrastructure Pvt. Ltd. The properties, located at Rani Khera, Ghewra and Hira Kudna in Delhi, have been attached under the provisions of the Prevention of Money Laundering Act (PMLA), 2002.
The investigation stems from an FIR registered by the Central Bureau of Investigation (CBI), New Delhi, under Sections 120-B and 420 of the Indian Penal Code, 1860. The CBI subsequently filed a charge sheet and a supplementary charge sheet against 33 accused persons for their alleged involvement in running an illegal collective investment scheme.
As per the charge sheets, the accused entities and individuals allegedly operated a large-scale illegal collective investment scheme by mobilising more than ₹48,000 crore from lakhs of investors across India under the guise of the sale and development of agricultural land. Investors were induced to invest through cash down payment and instalment plans and were allegedly made to sign misleading documents, including agreements, powers of attorney and other instruments. In most cases, the promised land was not delivered, and approximately ₹48,000 crore remains unpaid to investors.
The ED registered an ECIR in the case in 2016 and filed a prosecution complaint in 2018, followed by six supplementary prosecution complaints in 2022, 2025 and 2026 against various accused persons and entities.
The agency said the 45 attached properties were identified as assets acquired using investor funds and constituted proceeds of crime. The investigation revealed that these properties, held in the names of the three companies, were financed using funds allegedly diverted from M/s PACL Ltd., which had originally been collected from investors.
With this latest attachment, the ED said it has so far attached movable and immovable assets worth approximately ₹29,625.63 crore in the case, including properties located in India and abroad.
Further investigation is underway.
