Delhi Mayor Sardar Raja Iqbal Launches Integration of Factory License with Property Tax Portal; Fee Fixed at 5% of Annual Property Tax

New Delhi: In a landmark step towards Ease of Doing Business, the Municipal Corporation of Delhi (MCD) has integrated the Factory License Fee Module with the Property Tax Portal, enabling industries to manage both compliances through a single-window system.

At the Civic Centre, Mayor Sardar Raja Iqbal Singh officially launched the initiative, declaring it a historic reform to end the era of ‘Inspector Raj’. Under the new system, factory license fees will be fixed at 5% of the annual property tax and can be paid simultaneously along with property tax.

One Portal for Factory License and Property Tax

Earlier, industrial units had to apply separately and pay fees through different portals. With the new arrangement, the factory license will be auto-generated upon payment, eliminating the need for separate inspections. Units located in redevelopment or confirming areas will now be recognized based on their MSME Registration Certificate or allotment/lease letter issued by GNCTD/DSIIDC, which will be deemed a factory license.

Leaders Welcome the Reform

Speaking on the occasion, Mayor Sardar Raja Iqbal Singh said:
“The integration of factory license and property tax will not only provide relief to entrepreneurs but also mark a historic move towards ending the Inspector Raj. This reform ensures a transparent, simple, and time-bound process, giving new momentum to Delhi’s industrial development.”

Standing Committee Chairperson Satya Sharma added that the reform reflects MCD’s long-term vision:
“Industries will no longer need to undergo multiple procedures and inspections. A single portal increases transparency, saves time, and offers convenience to the business community.”

Deputy Mayor Jai Bhagwan Yadav, Leader of the House Pravesh Wahi, Commissioner Ashwini Kumar, and senior officials including Additional Commissioner Veer Singh Yadav were also present at the launch.

Boost to Industry and MCD Revenue

The integrated system is expected to reduce compliance burden, simplify business operations, and relieve industries from unnecessary inspections. Industrial units will now only have to comply with pollution, fire safety, and other statutory approvals relevant to their operations.

Currently, Delhi has around 30,000 active factory licenses. Officials expect the new streamlined system to increase the number of registered units and enhance MCD’s revenue base.
