New Delhi: Lieutenant Governor VK Saxena has raised serious concerns over instances of illegal immigrants securing Aadhaar cards in Delhi through forged documents and misrepresentation. In a letter to the Delhi Chief Secretary, Saxena has directed urgent reforms to the Aadhaar enrolment process, citing implications for national security, welfare schemes, and local employment.
The LG noted that illegal Aadhaar procurement has enabled some individuals to obtain critical identity documents such as passports, voter IDs, and also gain access to government benefits. This has a cascading impact on job security, especially in the context of local labour markets, Saxena warned.

He emphasised that a number of enrolment centres in Delhi are still functioning without adhering to UIDAI’s 2022 Office Memorandum, which mandated all states to shift to an in-house model for Aadhaar registration by March 31, 2023. Instead, multiple registrars continue outsourcing the service to third-party agencies without uniformity, leading to gaps in accountability and inconsistent data security practices.
The LG has now directed the Delhi government to:
- Ensure that all Aadhaar enrolment operations move to an in-house model within two months.
- Submit a complete list of existing enrolment centres, including those managed by municipal bodies, by July 15, 2025.
- Fix accountability on operators gathering biometric and demographic data.
- Enforce monthly audit mechanisms under Divisional Commissioners to ensure compliance.
- Sensitise staff to avoid registering illegal immigrants, with strict action to be taken in case of lapses.
He also stressed that UIDAI-approved operators and machines must be either part of the registrar’s staff or sourced only through authorised manpower agencies with clearly defined training protocols.
“This is a matter of national interest and data integrity. There should be zero tolerance for negligence or facilitation of Aadhaar misuse,” the letter states, which has been issued with the approval of the Hon’ble Lieutenant Governor.
