New Delhi: NDMC has reminded residents that specified routine repairs do not require a building permit under the Unified Building Bye-Laws for Delhi, 2016, provided the prescribed conditions are met.
The council’s clarification covers plastering, cladding and patch repairs; flooring and re-flooring; roof renewal at the same height; and whitewashing, painting and false ceilings at permissible heights. Landscaping and public art are also listed.

NDMC building permit exemption: key conditions
The public-awareness notice makes clear that the work must not breach building, structural-stability or fire-safety requirements, or increase the building’s cubic contents or built-up area.
The exemption cannot be used for an additional floor or area, a change of use, setback violations or regularising unauthorised construction. Encroachment on public land, overhangs above public streets and obstruction of fire access remain prohibited.
Heritage buildings and roof repairs
Plastering, cladding and patch repairs to heritage buildings require permission from the Heritage Conservation Committee. Roof renewal must remain at the same height, while false ceilings cannot be put to use as a loft or mezzanine.
Opening or closing windows, ventilators and doors is permitted within the owner’s plot; openings towards another property or public property are not permitted. Construction or reconstruction of a sunshade is limited to 75 cm in width within the owner’s land, without overhanging a public street.
Applicable Lutyens’ Bungalow Zone guidelines, sanctioned plans, land-use rules, lease and title conditions, and other statutory permissions continue to apply.
NDMC also states that liability for structural flaws or defects arising from such additions or alterations rests with the owner, architect, engineer or structural engineer. Residents must follow the prescribed conditions when undertaking the listed works.
