MCD Sets Up Sub-Committee to Tackle Stray Dog Menace with Zonal Shelter Homes

New Delhi: Amid rising concerns over public safety and urban hygiene, the Municipal Corporation of Delhi (MCD) has formed a dedicated sub-committee to tackle the issue of stray dogs in the national capital. The panel aims to propose the establishment of shelter homes in each zone of Delhi to manage the stray dog population effectively.

The move was announced by Standing Committee Chairperson Satya Sharma, who said the sub-committee will develop a comprehensive action plan covering the identification of locations, resource assessment, budget requirements, and coordination with NGOs and animal welfare experts. The committee has been directed to submit its report within a month.

“The sub-committee will not only focus on animal welfare but also prioritize public health, safety, and sanitation concerns associated with the stray dog issue,” Sharma stated.

The panel comprises the following members:

  1. Shri Sunder Singh, Councillor – Chairman
  2. Ms. Neema Bhagat, Councillor – Member
  3. Ms. Shikha Bhardwaj, Councillor – Member
  4. Shri Rajpal Singh, Councillor – Member
  5. Shri Pankaj Luthra, Councillor – Member
  6. Shri Praveen Kumar, Councillor – Member
  7. Shri Yogesh Verma, Councillor – Special Invitee Member
  8. Additional Commissioner (Veterinary Services) – Member
  9. Director (Veterinary Services) – Member Secretary

Sharma further said the issue was discussed in detail during the previous Standing Committee meeting, after which the decision was made to create a specialized task force to devise a realistic and sustainable solution.

“In a densely populated city like Delhi, the stray dog problem is no longer just an animal issue — it’s a public health emergency and civic challenge. The MCD’s goal is to ensure safe and humane treatment of animals while also protecting citizens through clean and secure urban spaces,” she concluded.
