NEW DELHI: Delhi has reassigned responsibilities across Home, Public Works, Women and Child Development, Land and Building and the civic bodies under transfer and posting order No. 414 dated October 8, 2026. The order provides for the changes to take immediate effect.
Bipul Pathak remains Additional Chief Secretary for Social Welfare, with additional responsibilities including Women and Child Development and Financial Commissioner. The order also lists responsibilities connected with DCHFC, DSFDC and SC/ST/OBC matters.
Home and PWD responsibilities
Eda Raja Babu moves from Special Registrar, Cooperative Societies, to Special Secretary, Home. Mekala Chaitanya Prasad, Special Secretary, Health, receives additional charge as Special Secretary, PWD, divesting Suneel Anchipaka of that responsibility.
Nazuk Kumar moves from Managing Director of DSIIDC to Special Secretary, Land and Building. Rajeev Singh remains a DUSIB member with additional charge of Special Secretary, PWD; his previous additional responsibility was Land and Building.
MCD, NDMC and DDA postings
Cheemala Siva Gopal Reddy moves from Special Secretary to the Lieutenant Governor to Deputy Commissioner, MCD. DUSIB member Dilkhush Meena is placed at the disposal of DDA. Arun Gupta is placed at the disposal of NDMC on joining the Delhi government.
Rohankar Piyush Arun moves from NDMC to Joint Commissioner, Development. NDMC Director Harminder Singh becomes Additional Private Secretary to the Lieutenant Governor. Deepak Pundir moves from that LG-office post to Director, NDMC.
Education, transport and health
Swati Sheemar, who was awaiting posting, becomes Additional Director, Education. The entry records Patil Pranjal Lahensingh’s transfer to Women and Child Development. Padmakar Ram Tripathi is appointed Joint Commissioner, Transport.
Mohd. Rehan Raza moves from Additional Secretary, Planning, to Additional Secretary, Health and Family Welfare. Harshit Jain moves from Joint Secretary, LAS, to Joint Secretary, CMO. Lekhraj becomes Special Secretary, ACL, from Additional Secretary, ACL.
Revenue, food safety and women’s welfare
Mohan Kumar becomes ADM, East, Revenue, with additional charge of ADM, North-East. He previously held the post of Joint Commissioner, Development, with additional charge as ADM, East.
Dr. Tapdiya Shrikant Rajendra Prasad remains Deputy Commissioner, Food Safety, with additional charge as CATS Programme Officer. Ravinder Kumar becomes Deputy Director, Women and Child Development, with additional charge as Member Secretary, Delhi Commission for Women, divesting G. Sudhakar of that DCW charge. K. Buzar Jamhar is appointed Assistant Commissioner, Food and Civil Supplies.
Prashant Goyal is posted as Additional Chief Secretary, Power, with additional responsibilities listed in the order. Navin Kumar Choudhary becomes Additional Chief Secretary, General Administration, with additional charge of Finance and Accounts and Food and Civil Supplies. Dilraj Kaur remains Principal Secretary, Education, with additional charge of Higher Education and Technical Education.
