New Delhi: Delhi’s Winter Action Plan 2026–27 puts enforcement and road-dust control at the centre of its pollution response, with the Chief Minister’s Office listing 334 enforcement teams, 98 mechanised road-sweeping machines and a target to redevelop 3,000 km of roads.
The Delhi Winter Action Plan sets out ten focused interventions covering vehicles, construction, industry, open burning, public transport and road cleaning. The CMO’s October 9 announcement also identifies 37 air-quality and traffic hotspots, 15 major corridors for congestion-free movement and an AI-enabled command-and-control centre for monitoring.
Ten interventions in the winter plan
The measures listed in the CMO’s graphics include withholding fuel from vehicles without a valid pollution-under-control certificate, restricting entry of outside vehicles below BS-VI standards, phased construction curbs, stricter industrial checks and action to eliminate open burning.
The other five interventions prioritise public transport, provide for 50 per cent work from home, doubled parking charges, road redevelopment and deep, mechanised road cleaning. These are components of the announced winter plan; commuters and workplaces should follow the applicable operational orders when individual measures are activated.
Construction sites face inspections
In a separate October 9 update, the Delhi government said the Delhi Pollution Control Committee was carrying out regular and surprise inspections of government and private construction sites under Chief Minister Rekha Gupta’s directions. Sites must sprinkle water, cover construction materials, use anti-smog guns and take other dust-control measures. Violations can lead to construction work being stopped and further action under the rules.
The CMO urged residents to keep their PUC certificates valid, use public transport or carpool, avoid open burning, control dust and waste, protect green cover and report pollution through the Green Delhi app. It described public participation as part of the effort alongside monitoring and targeted enforcement.
