New Delhi: Residents will be able to scan QR codes to report faulty streetlights under Delhi’s plan for one lakh smart LED lights, with repairs required within 48 hours of a complaint and a penalty of ₹2,000 per light per day for delays, according to the Public Works Department.
PWD said the lighting programme aims to improve illumination at dark spots and strengthen women’s safety. It also includes replacement of about 45,000 old HPSV lights with smart LEDs.

48-hour repair deadline for smart streetlights
The department’s maintenance rules set a 48-hour time limit to fix a faulty light after a complaint. Failure to complete repairs within that period will attract the daily penalty for each light, PWD said.
Regular monitoring will identify faults and track repair status. The maintenance framework also covers cases of theft and vandalism.
QR codes and real-time monitoring
A central command centre will monitor each light in real time and provide information on its status. QR codes will allow people to access information and register complaints.
Smart feeder pillars are intended to improve the operation and monitoring of the lights.
The system will use smart scheduling, increasing illumination in the evening and reducing it in the morning to save electricity, according to the department.
35 lux on main roads, 25 lux on service roads
PWD has set average lighting targets of 35 lux on main roads and 25 lux on service roads.
The programme also aims to maintain 99% functionality of streetlights. The department presented the new installation, replacement and monitoring measures as part of its one-lakh-smart-LED plan.
Latest PWD notice specifies 48 hours
The 48-hour period is specified in PWD’s October 21 announcement. At the project’s October 15 launch, Chief Minister Rekha Gupta had said faulty lights should not remain out of order for more than 24 hours and that delays would lead to deductions from the contractor’s payment.
The latest PWD announcement does not explain the difference between the two time limits.
