New Delhi: In a major breakthrough under Operation Kavach, the Delhi Police Crime Branch has busted another illegal manufacturing unit engaged in producing spurious cosmetic and pharmaceutical packaging materials in the Bawana Industrial Area of the national capital.
The operation was carried out by the Cyber Cell of the Crime Branch following the registration of FIR No. 360/25 under relevant sections of the Bharatiya Nyaya Sanhita (BNS) and the Drugs and Cosmetics Act. Acting on technical surveillance, a dedicated police team conducted a targeted raid at Sector-03, Bawana Industrial Area, where a fully functional unit was found manufacturing empty counterfeit tubes for well-known cosmetic and pharmaceutical brands.
Counterfeit Brands Targeted
Investigators found that the illegal unit was producing empty tubes falsely branded as:
- Betnovate-C
- Fair & Lovely
- Veet Hair Removal Cream
Police said the owner of the Bawana unit is currently based in Vietnam, while the day-to-day operations were allegedly handled by Pramod Kumar Gupta, who supplied the fake tubes to a filling and manufacturing unit in Bijwasan, Delhi.
Earlier in the case, Shree Ram, Gaurav Bhagat, Pramod Kumar Gupta, Rahul Aggarwal, and Anil Rawat had already been arrested.

Massive Seizure During Raid
During the raid, police recovered a large quantity of raw material, finished products, packaging items, and high-end machinery, including:
- 2 body-maker machines used for fabricating tubes
- 150 empty tubes and one plastic roll of HUDA Beauty
- 350 empty tubes of Fair Angel USA Hair Removal Cream
- 550 empty tubes of Botox Bee Venom Wrinkle Cream
- 500 empty tubes of London Pride Hair Removal Cream
- 350 empty tubes of Wart Removal Cream
- 750 empty tubes of Mosseal Mosquito Repellent
Supply Chain Neutralised
In a follow-up action, police intercepted a key supply-chain link, Syed Feroz Hasan (34), a resident of Lucknow who runs a cosmetic shop in Sadar Bazar, Delhi. During interrogation, Hasan confessed to purchasing spurious Clobetamil-G cream from co-accused Shree Ram and distributing it in the local market. He has been bound down under Section 35(3) of the BNSS.
Police said further investigation is underway to trace backward and forward linkages, including sources of raw materials and the wider distribution network, to completely dismantle the spurious cosmetics and fake medicine racket.
The operation was led by Inspector Manjeet Kumar with a team of officers under the supervision of ACP Anil Sharma, officials said.
