Delhi Issues New SOP for Relief to J&K Migrant Families, Sets September 15 Deadline

New Delhi: The Delhi government has issued a new Standard Operating Procedure (SOP) and revised guidelines for the distribution of ad hoc monthly relief (AMR) to Jammu and Kashmir migrant families, setting September 15 as the deadline for beneficiaries to update family records under a one-time amnesty scheme.

According to government officials, the revised framework aims to simplify the relief process, improve transparency and ensure timely disbursal of financial assistance to eligible migrant families.

Under the new SOP, all registered migrant families receiving relief until March 2024 have been granted a one-time special amnesty approved by the Delhi Cabinet in June. Beneficiaries must submit Form-A by September 15 declaring their family composition as on April 1, 2026. Earlier declarations submitted in April 2026 under the previous rules will stand cancelled.

After the deadline, district authorities will update family records and release monthly relief based on a maximum of four members per family. Families seeking bifurcation under existing rules will also have to submit Form-B along with Form-A.

The government has also removed the monthly family income criterion, eliminating the requirement to submit income certificates or documents relating to immovable property.

The revised guidelines specify that a migrant daughter marrying into another migrant family or a non-migrant woman marrying into a migrant family will be included in the beneficiary list of the new family. A migrant woman marrying into a non-migrant family will be removed from the relief rolls.

Pending arrears up to March 31, 2026, will be released based on the old relief card, the Aadhaar card of the current head of the family and an annual self-declaration. Field verification may be conducted by the SDM or Tehsildar where required, and beneficiaries must submit claims only in designated districts.
