New Delhi: The draft Delhi Ease of Doing Business Bill, 2026, has acquired its final shape and is expected to be cleared by the Delhi Cabinet within a week, while draft bills aimed at easing regulatory requirements in the education sector and introducing a Right to Appeal under the Right to Services have also been finalised for introduction in the upcoming session of the Legislative Assembly.
The developments were reviewed during a meeting chaired by Lieutenant Governor Taranjit Singh Sandhu and Chief Minister Rekha Gupta, along with Ministers Ashish Sood and MS Sirsa, to assess the progress of Delhi’s Deregulation and Compliance Reduction exercise aimed at improving Ease of Doing Business and Ease of Living.
Senior officials from the Government of India, the Delhi government, the Municipal Corporation of Delhi, Delhi Development Authority and other departments participated in the meeting.
The review noted progress under both phases of the deregulation exercise. Of the 23 priority areas identified under Phase I, 13 have been implemented, four became redundant following the new Labour Codes, and the remaining reforms are at an advanced stage, pending notification of the Master Plan for Delhi 2041 and approval of the Unified Building Bye-Laws 2026.
Under Phase II, implemented priority areas increased from three to nine since the previous review in June. These include removal of dual trade licences by the MCD, liberalised regulations for shops and commercial establishments, and faster electricity connections. Seventeen other priority areas remain under implementation across departments.
The meeting also noted that several key reforms, including rationalisation of setbacks, Floor Area Ratio, ground coverage, development control norms and land-use regulations, are linked to the notification of the Master Plan for Delhi 2041.
Reviewing the progress, both the Lieutenant Governor and the Chief Minister directed all departments to complete the remaining reforms by mid-August. They reiterated the government’s commitment to promoting entrepreneurship, generating employment and improving the quality of life for Delhi residents through regulatory reforms.
