NEW DELHI: The BJP government in Delhi has announced plans to implement a law aimed at conserving and protecting stray cows within the city.
During a recent discussion in the Delhi Assembly, Urban Development Minister Ashish Sood revealed the government’s intention to introduce legislation focused on the welfare of cows. Sood emphasized the need for careful consideration and coordination among various departments to avoid confusion. He also mentioned the exploration of incorporating relevant sections of the Bharatiya Nyay Sanhita (BNS) into the proposed law.
The legislation aims to address concerns related to cow welfare while also ensuring public order by preventing stray cattle from wandering the streets. Sood highlighted the alignment of the proposed law with the traditional values cherished by the people of Delhi.
The new law will include stringent enforcement measures to combat cow exploitation, illegal cattle trade, and neglect by owners. Additionally, the government plans to establish new cow shelters, with allocated funds for their construction and upkeep.
In support of the initiative, BJP MLA Ashok Goel proposed a resolution urging the government to expand existing shelters and improve their maintenance. Goel emphasized the cultural significance of cows as revered figures in Indian society, expressing concerns over the abandonment of cows once they cease to produce milk.
According to official data, the issue of stray cows has resulted in numerous complaints, including traffic disruptions and accidents. Between January 1 and February 19, 2025, the police received 25,393 complaints related to stray cows across the city.
The forthcoming law underscores the government’s commitment to upholding traditional values while addressing practical challenges associated with stray cattle in Delhi.
Several MLAs, including Neelam Pehalwan, Gajender Drall, and Manoj Kumar Shokeen, expressed their concerns regarding the issue. Karnail Singh, the MLA of Shakur Basti, emphasized the need for legal action against owners who abandon their cows on the streets.
In addition, Jangpura MLA Tarvinder Singh Marwah highlighted the problem of stray dogs and monkeys, urging the government to address the frequent attacks on children and pedestrians.
Chief Minister Rekha Gupta experienced the consequences of stray cattle firsthand when her convoy was delayed for 15 minutes on the Haiderpur flyover due to cows blocking the road. This incident prompted her to instruct officials to ensure proper shelter for stray cattle.
In the recent Delhi budget, Rs 40 crore was allocated for a Model Gaushala (modern cow shelter) in Ghumanhera village. This facility will be equipped with modern amenities to enhance cow protection, improve milk production, and provide veterinary care.
Subsequently, a private member resolution was passed by a voice vote in the Assembly, paving the way for upcoming legislation on the matter.
