New Delhi: Non-Delhi vehicles below BS-VI emission norms will not be allowed to enter the capital from November 1 to January 31, Chief Minister Rekha Gupta announced as part of measures against winter pollution.
Gupta also announced a “no valid PUCC, no fuel” requirement. The vehicle-entry restriction has a shorter stated duration than the wider Winter Action Plan, which she said would remain in force from November 1 to February 28.

Construction curbs and changes to office working
The Winter Action Plan includes restrictions on construction and demolition, AI-based monitoring of sites, 50% work from home and staggered office timings, according to the chief minister.
Her announcement set out these measures together as an early response to winter pollution. The post did not specify which offices would be covered by the work-from-home arrangement or list exemptions to the vehicle-entry restriction.
EV buses, Metro and carpooling
Gupta said electric buses, the Metro, last-mile connectivity and carpooling would support the effort to promote cleaner mobility.
Appealing for public participation, she linked the measures to the right to breathe and described Delhi’s air-quality effort as a shared responsibility.
