Delhi Clears Night Shift Jobs for Women in Shops, Commercial Establishments; Major Step Towards Gender-Inclusive Workforce

New Delhi: In a landmark policy shift aimed at empowering women and promoting inclusive growth, the Delhi government has approved a proposal to allow women to work night shifts in shops and commercial establishments. Chief Minister Rekha Gupta announced the move on Tuesday, calling it a “historic decision” that aligns with the capital’s vision to become a 24×7 business hub.

“This is not just a labour policy reform, but a statement of intent to build a safer, more inclusive, and economically vibrant Delhi,” said CM Gupta. “The initiative will help increase women’s participation in the workforce and encourage their economic self-reliance.”

Under the proposed amendment to the Delhi Shops and Establishments Act, 1954, the long-standing restrictions preventing women from working between 9 pm and 7 am (summer) and 8 pm and 8 am (winter) will be lifted. The final clearance from the Lieutenant Governor is awaited.

Mandatory Safety and Welfare Measures for Women Working at Night

To ensure women’s safety and dignity during night shifts, the government has outlined a set of mandatory provisions for employers:

  • Written consent from women employees before assigning night shifts
  • Transport facilities, CCTV surveillance, and female security staff
  • Access to basic amenities such as restrooms, toilets, and lockers
  • Formation of Internal Complaints Committees under the POSH Act
  • Electronic wage transfers and statutory benefits like ESI, PF, bonus
  • Weekly offs and overtime pay for night shift workers

CM Gupta said Delhi will now join progressive states like Haryana, Telangana, Madhya Pradesh, and Tamil Nadu, where women are permitted to work in night shifts under strong protective frameworks.

“This progressive reform shows our government’s commitment to gender parity and workplace equality,” the chief minister said. “It will also enhance Delhi’s reputation as a business-friendly destination for investors and employers who value inclusive growth.”

The government’s statement highlighted that this move is part of a larger effort to modernise labour laws, protect workers’ rights, and boost Delhi’s competitiveness as an economic powerhouse.
